The performance differences are small
but some times the sloping top tube is a better fit to the position of the rider.
The sloping top tube has minor structural merit
with the two smaller triangles of frame tubes
which is a tiny bit lighter and little more rigid.
I use approx 6 degrees of slope to the top tube
This drops the seat tube approx 60mm
Shortens the top tube by 15mm
and the seat stays by approx 45mm
The seat post must be longer and have enough rigidity so to not behave like a fishing pole.
All this saves appox 40 -50 grams. That is all!

One advantage of a sloping top tube is get the head tube higher for less athletic riders. (Blue Randonneur Picture)
and for very small frames (pink bike) you can have more seat post showing and top tube clearance
The horizontal (level) top tube works just fine in most designs and looks nice.
For many it is what they have always known.
That is cool.
My next bike for myself is going to be a Cadenzia frame with Dario's new carbon fork to test. This frame will have a level top tube will will be stiff for my size and weight due to the XL tube size. It will be an interesting experiment and I may also use the new XL XCr tubes for lugs for extra fun.

and then I design the frame geometry to fit under you for the bike's intended use.
I select the materials.
I do use fragile tubes, there is no benefit in saving 100 grams and havijng a fragile frame, there is no performance gain. I long lasting bike for your hard earned dollars is important.
